
Prior to September 2000, the Army had control of military confinement of both male and female military members. Military members were confined at the United States Disciplinary Barracks, better know as the (USDB), which was located in Fort Leavenworth Kansas, right across from the federal facility by the same name. This facility was over 100 years old.
In September 2000, the Army decided to close and condemn the (USDB) and no longer wished to have control of female inmates. The military told the female inmates they were transferring to an all female facility. Which had been the cause of numerous lawsuits filed by the female inmates. They were expected to work, eat, attend church, have recreation, and attend all rehabilatative classes right along side the male inmates. This was considered a form of torture for them because if any type of physical contact was observed the results could become punishment in the form of isolated confinement for up to a year.
Once the females arrived in San Diego, at Miramar Naval Brig, they found out the truth. They were confined with the Navy and Marine men who were confined for sexual crimes. Miramar Naval Brig., is known for it's excellent sex offender program. This facility was not equipped to house long-term prisoners. The purpose of this facility was to rehabilitate pedophiles and sexual predators.
Military female inmates are still currently confined in this facility and the only way to get any type transfer to an all female federal facility is to start a lawsuit.
