Nothing is more difficult than others because all are dependent. The answer is the welfare program instead of social redistribution of wealth. The answer is to eliminate social and cultural barriers that discourage the minority against higher education. If you search Google Scholarship opportunities quickly, you find that there are a lot of government money and exclusively reserved minorities receive an education. If you are looking for a free education is much better if you belong to a minority group. Yet, there is a break somewhere since many people who would benefit most, or do not know they exist, or are simply not motivated to reach his hand and take it. I suspect that Dr. Bill Cosby is something, as there are cultural stigmas that prevent otherwise capable and intelligent people become successful productive adults.
