How affordable is not Section 8 (Ghetto) of housing in DC?

I know many places are "affordable housing" leave aside for low and moderate income people in the "regular apartment complex." How can I obtain a list of them without calling the whole complex MD / DC / VA? The HUD website is very outdated (government typical). Half the places you call or do not exist, no longer managed by the corporation, or their number has changed! And many of them are in very poor areas, where it is dangerous. What someone who does not have much money, but not limited to 16,000 per year expected to be in the Washington area? I do not have to live in Kalorama, but do not want to shoot more.
